Highways Manager

Building the Swish Network is the next focus of the business and it is time to recruit an experienced Highways Manager to support the next stage of growth.


Reporting into the Operations Manager, the Highways Manager’s role is to liaise with the relevant Councils on a frequent basis to ensure the civils activity in the Highways is compliant with NRSWA and HAUC guidelines.


Monitor performance, defects and inspection regimes. Investigate and manage the handling of defects and inspections form the Local Council.


Swish recognises this role to be fundamental when operating in these sensitive towns so the candidate must play a supportive role in managing the civils activity alongside the contractor.


 Reinstatement of the Highways is a matter for both contractor and Swish, not just the contractor in order to uphold the reputation of Swish and its brand whilst mitigating the risk of expensive fines from the Councils.

Role Summary:

  • Handle sample inspection programmes and regimes carried out by the Council.

  • Understands the internal processes of the Street Works division and its inspectors within a Council.

  • Attend organised meetings with the Council to keep up to date with county wide activities.

  • Attend forums and conferences run by regulatory bodies.

  • Keep up to date with regulation and any planned changes in legislation and share with key stakeholders.

  • Monitor the performance of the contractor to ensure the notices and permits submitted under Swish Symology and Street Manager accounts are up to date and accurate according to the activity schedule.

  • Manage a team of Quality Assurance Managers (in the fullness of time).

Key skills:

  • Ability to form excellent relationships with Councils Street Works Team and be proactive in arranging regular meetings on a weekly basis.

  • Excellent Public Relations skills and communication with the local residents as the Swish point of contact for all civils related complaints.

  • An in-depth knowledge of HAUC.

  • Experience in handling defects claims from the Council

  • within the two-year defects and liability period.

  • Good communication skills across all key stakeholders.

Professional skills and background:

  • In depth knowledge of the New Roads and Street Works Act 1991.

  • Full Driving License that permits you to drive a vehicle in the UK.
